We are hoping you will join us as an AS-NEEDED - Human Resources Specialist, Training and Education and help shape the future of healthcare where you'll be an integral part of our HR - Talent team, helping to strive for excellence while we serve our member health with dignity, respecting the value and needs of each of our members through collaboration with our providers, community partners and local stakeholders. This position has been approved to be Full Office.

The Human Resources Specialist (Training and Education) will contribute to the design, administration, implementation and evaluation of learning and development programs that support CalOptima Health's workforce, compliance requirements and strategic initiatives. You will serve as a subject-matter resource for training and education reimbursement programs, learning systems and workforce development efforts. You will be responsible for assigned training programs from planning through evaluation, administering learning management system (LMS) functions, supporting regulatory and compliance training, analyzing training data and collaborating with internal stakeholders and external vendors. Together, we are building a stronger, more equitable health system.

Your Contributions To the Team:

- 95% - Program Support - Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.

- Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.

- Administers and facilitates designated training programs, including onboarding, compliance, leadership and enterprise-wide initiatives.

- Assists in the development, enhancement and maintenance of training curricula, learning pathways, instructional and program materials.

- Coordinates program timelines, deliverables and outcomes to ensure alignment with organizational priorities.

- Collaborates with subject-matter experts to translate business and compliance requirements into effective learning solutions.

- Ensures training content aligns with adult learning principles and CalOptima Health standards.

- Administers learning management system (LMS) functions, including course assignments, completion tracking, reporting and documentation.

- Troubleshoots LMS issues and supports continuous system improvements.

- Produces training metrics, dashboards and reports to support leadership decision-making and audit readiness.

- Evaluates training effectiveness using participation data, feedback and outcome measures.

- Analyzes training data to support continuous improvements of enterprise learning programs, training delivery, content and learning strategies.

- Coordinates with external training vendors and partners to support program delivery.

- Assists with vendor logistics, scheduling and performance monitoring to ensure alignment with CalOptima Health objectives.

- Serves as the primary human resources (HR) point of contact for designated training programs and the education reimbursement program.

- Reviews, processes and tracks education reimbursement requests, verifies employee eligibility and maintains supporting documentation to ensure compliance with policies, budget and legal requirements related to education benefits.

- Maintains accurate records of all reimbursements processed, including fund usage, eligibility documentation and audit trails.

- Tracks educational benefit expenditures against allocated budgets.

- Monitors the effectiveness and relevance of the education reimbursement program to improve utilization, employee satisfaction and compliance.

- 5% - Other - Completes other projects and duties as assigned.

Do You Have What the Role Requires?

- High school diploma or equivalent PLUS 3 years of experience in training or human resources required; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.

- Have access to means of transportation for work away from the primary office approximately 10% of the time required.

- Work is typically indoors and sedentary and is subject to schedule changes and/or variable work hours, with travel as needed.

- Work is typically indoors in a clinical setting serving the frail and elderly.

- There may be harmful or hazardous environmental conditions present for this job.

- The noise level in this work environment is usually moderate to loud.

- Work is typically indoors and sedentary and is subject to schedule changes and/or variable work hours, with travel as needed.

- Employee will occasionally work outdoors in varied temperatures.
