We are hoping you will join us as a Program Manager Sr, Vendor Management - Covered California and help shape the future of healthcare where you'll be an integral part of our Procurement & Vendor Management team, helping to strive for excellence while we serve our member health with dignity, respecting the value and needs of each of our members through collaboration with our providers, community partners and local stakeholders. This position has been approved to be Partial Telework.
• If telework is approved, you are required to work within the State of California only and if Partial Telework, also come in to the Main Office in Orange, CA, at least two (2) days per week minimum.
The Program Manager Sr for Vendor Management will play a vital role in the development, implementation and ongoing oversight of strategic contracts and will be responsible for ensuring updated department policies and procedures are followed. You will lead complex procurement projects that involve technical specifications and evaluation processes, negotiating with vendors and CalOptima Health staff to implement high visibility and contracts. You will work in close communication and collaboration with leadership and provide ongoing program and project support for the lifecycle of the resulting contract. You will provide subject matter expertise for new projects and initiatives related to the contract and department requirements. You will lead the design, solicitation, organization and contract oversight for all aspects of medium to large-scale projects and programs, developing scopes of work, organizing schedules and resources, developing cost and payment terms, negotiating initial contracts and all change orders with vendors. Together, we are building a stronger, more equitable health system.
Your Contributions To the Team:
• 75% - Program Support

• Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
• Communicates with both internal and external customers to ensure collaboration on the project or program.
• Assists in oversight and management of both the technical and business integration components of projects throughout the lifecycle.
• Ensures projects are delivered in the agreed upon timelines and with minimal disruptions.
• Manages changes to project scope impacting schedule and costs, ensuring timely resolution and escalation when necessary.
• Provides training for staff in certain aspects of the procurement process.
• Negotiates, organizes and develops contracts and amendments for high visibility and complex procurement projects, maintains comprehensive project and procurement documentation.
• Drafts and edits documents, corrects grammar and states complex concepts in simple terms.
• Prepares regularly scheduled reports regarding the status of programs and assignments.
• Assists in developing internal processes to evaluate the effectiveness and performance of existing contracts programs and recommends improvements to enhance existing services as identified.
• Participates in regular review meetings with business owners, leadership and vendors to ensure compliance with requirements.
• 20% - Procurement Support
• Leads internal customers through the development and release of solicitations in accordance with the established board of directors approved policies.
• Leads solicitation activities, including scope development, release, questions and answers, proposal review, vendor selection, protests and any post-solicitation de-briefings.
• Recommends solicitation methods and manages the initiation of procurement activities.
• Provides guidance to departments on procurement selection and requirements.
• Monitors formal and informal procurements.
• Reviews requisitions and creates purchase orders for specific projects.
• Acts as subject matter expert for internal and external customers regarding procurement related questions and CalOptima Health policies and procedures.

Do You Have What the Role Requires?
• Bachelor's degree PLUS 5 years of experience in program and project management and implementation required; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.
You'll Stand Out More If You Possess the Following:
• Master's degree in business administration or related field.
• Certification from a national body such as the Institute for Supply Management (ISM), National Institute of Governmental Purchasing (NIGP) or related.
• Experience in procurement and contract negotiation in a health care industry, with emphasis on public procurement in California.

• Our current hiring range is: Pay Grade: 313 - $90,820 - $145,312 ($43.66 - $69.8615).
• The final salary offered will be based on education, job-related knowledge and experience, skills relevant to the role and internal equity among other factors.
