CalOptima Health is seeking a highly motivated Manager, Communications (Digital) to join our team. The Manager, Communications (Digital) will lead the strategy, development and execution of content and messaging of CalOptima Health's digital communications, including oversight of member-facing messaging across platforms such as texting, email, IVR and organization website. The incumbent will work collaboratively with the Senior Manager, Communications (Editorial) and across the organization to manage external vendors, guide internal stakeholders and provider partners, and ensure that all digital outreach aligns with CalOptima Health's mission, strategic priorities and regulatory requirements. This role requires a strong understanding of digital tools and platforms, exceptional project management skills, and the ability to translate complex public health information into accessible, member-centered content. The incumbent will play a key role in developing governance structures, driving innovation and maintaining compliance across digital campaigns while also serving as a cross-functional leader and mentor to elevate digital communications practices across the organization. The incumbent must be strategic, detail-oriented and proactive, with the ability to manage high-impact projects and respond effectively to crisis communications scenarios. The nature of the department is dynamic and fast-paced, which requires both excellent task management and independent problem-solving skills. The incumbent will be deadline-driven and technology-savvy to ensure the overall effectiveness of CalOptima Health's digital communications.

Duties & Responsibilities:
- 45% - Leadership Functions
- Cultivates and promotes a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
- Directs and assists the team in carrying out department responsibilities and collaborates with the leadership team and staff to support the department's short- and long-term goals/priorities.
- Hires, manages, trains, reviews and sets goals for direct report staff.
- Strategically leads and expands CalOptima Health's multi-channel digital communications program, including texting, email, IVR and website, to support our mission, strategic priorities and member engagement goals.
- Manages external digital communications vendors to ensure timely execution of campaigns, adherence to contractual deliverables and alignment with CalOptima Health's texting program and policy.
- Collaborates with leaders in departments across the organization to monitor the needs for digital communications and plans staff's work accordingly.
- Engages with provider partners as needed to ensure appropriate alignment between CalOptima Health's digital communications channels and those used by delegated entities.
- Identifies/sources additional technology resources as needed.
- 50% - Program Oversight
- Leads the digital communications strategy and content of member-facing messaging across platforms such as texting, email, IVR and organization website in consideration of audience needs and regulatory requirements. Works with internal clients to provide guidance, writing and editing support of written content materials to ensure accuracy, consistent messaging and appropriate writing style.
- Develops and manages content across digital platforms - including websites, email, SMS and internal tools - using digital content management systems (e.g., Sitecore Cloud, Ushur Studio) and other job-specific applications (e.g., Adobe Creative Suite, Microsoft Office).
- Interprets and applies complex regulatory guidance to ensure compliant digital outreach while maintaining member trust and engagement.
- Designs, implements and maintains campaign governance structures (e.g., stakeholder committees, workstreams, tracking tools) to ensure strategic alignment, efficiency and transparency in digital communications planning.
- Translates complex public health initiatives into member-friendly digital content using accessible language and culturally responsive messaging, including in multiple threshold languages.
- Serves as a cross-functional liaison and lead collaborator across departments (e.g., Regulatory Affairs and Compliance, Quality, IT, Customer Service) to coordinate digital campaign development, resolve issues and align communications with organizational priorities.
- Develops and maintains dashboards of digital performance metrics to ensure campaigns are meeting target goals.
- Develops website layouts using a content management system.
- Ensures the accessibility of website content and digital communications in consideration of language, page design and functionality, including structuring the content to optimize for screen readers and other assistive technology.
- Develop and maintain documentation and knowledge bases (e.g., desktop procedures, campaign trackers, best practices, standard operating procedures) to ensure continuity and scalability of digital communications efforts.

Minimum Qualifications:
- Bachelor's degree in communications, public relations, journalism, English or related field PLUS 5 years of experience in professional editing and writing required; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.
- Demonstrated capability with technology tools, including but not limited to project management tools, digital communications platforms, website content management system and basic HTML.
Preferred Qualifications:
- 2 years of supervisory experience.
- Professional experience in the health care or human services environment using effective verbal and written skills.
- Familiarity with communicating to low-literacy populations, meeting technical accessibility needs and following guidelines/regulations related to Medi-Cal/Medicare.
