The National Rural Health Resource Center provides technical assistance, information, tools, and resources for the improvement of rural health. The work that The Center does for rural communities is pivotal to the health of rural Americans and plays a significant role in keeping small rural hospitals open.

The Program Manager provides leadership and direction for the program team through effective communication and supervision. They have proven relationship building skills and are able to create an environment that fosters new ideas. The Program Manager leads team meetings, sets goals for the team and champions the Center’s Mission and Guiding Principles.

Essential Job Functions

Manage delivery of assigned programs

Participate in development of annual program work plans according to scope of work or grant tasks; grantee need and budgets
Work cooperatively with Program Director (PD) in communication with client lead for resolving issues or adjusting statement of work
Lead Team meetings and develop agendas and delegate team tasks
Manage and coordinate day-to-day program activities
Utilize technology for task lists, assignment monitoring, and program tracking
Review budget quarterly with PD
Review and approve monthly invoices
Manage evaluation plan processes with team

Supervise assigned staff with focus on retention

Supervise staff and accountable specialists and coordinators
Delegate team tasks
Conduct semi-annual Performance Agreement reviews, and support professional growth

Implement activities and initiatives according to program workplan assignments

Execute program work plans as assigned to include implementation, outreach and communications
Provide technical assistance as assigned
Develop monthly/quarterly reports as described in statement of work or contract deliverables
Work with IT Specialist on planning and execution of program IT and website needs

Leadership

Participate on Leadership Team to achieve The Center’s vision through program strategies and goals with a focus on building a culture of excellence for performance improvement
Lead implementation of Center Guiding Principles and dedication to Center Values: awareness, innovation, integrity, collaboration, excellence and impact
Represent The Center at appropriate meetings and conferences
Participate on a Balanced Scorecard Team and take responsibility for key initiatives. Manage data gathering and reporting for assigned BSC Team measurements
Participate in organizational development and annual strategic planning
Effectively supervise and coach staff
Utilize assessments and Center guiding principles
Foster relationships and conduct regular communications with federal, state and local government and community partners, and/or consultants using multiple modes of communications including face-to-face meetings, phone conversations, remote presentation technology on a one-to-one basis and through group discussions.
Travel approximately 25-50%
Other duties as assigned

Requirements

Education and Experience

An equivalent combination of education, training and experience will be considered.

Bachelor’s degree in health administration, health education, public administration, business or related field
Master’s preferred
Minimum four years of experience in health care delivery, health planning, hospital management, marketing community development, network development or related areas
Experience with development, implementing and managing grants, contracts or other like programs
Knowledge of rural health issues and community health processes and resources

Knowledge, Skills and Abilities

Representative, but not all-inclusive of those commonly associated with this position.

Ability to supervise staff and lead successful teams
Excellent written, computer, and oral communication skills
Knowledge of rural health, hospitals or quality
Excellent supervisory and communication skills
Ability to work with groups including training, facilitation and presentation
Capable of and demonstrated critical thinking and independent decision making
Have proven relationship building skills
Customer service and detail oriented
Ability to organize and prioritize duties
Project management
Team player with strong commitment to performance improvement
High degree of proficiency in Microsoft Office and SharePoint Products
Display an openness towards innovative solutions and approaches
Ability to travel
